Bilateral Dialogue

Diplomatic relations between Belarus and Canada were established on April 15th, 1992.

In April, 1997 the Embassy of the Republic of Belarus was set up in Ottawa. Official representation to Belarus is based at the Canadian Embassy in Warsaw.

♦ 1997 — 2000 Mikhail Khvostov

♦ 2001 — 2007 Nina Mazai

Since 2008 the Embassy of Belarus in Ottawa is headed by Chargé d'Affaires, a.i.

From 2017 till 2020, bilateral relations developed constructively – both sides worked on enhancing cooperation in political, commercial, parliamentary, and interagency fields. During this period:

♦ a number of ministerial contacts took place (meetings of Foreign Minister of Belarus Vladimir Makei with Stéphane Dion in December 2016 and with Chrystia Freeland in December 2017; with Joe Clark, former Prime Minister of Canada and head of the Canadian delegation to the 74th session of the UN General Assembly, held in September 2019; telephone conversations with François-Philippe Champagne held in June and September 2020);

♦ the level of diplomatic representation of Canada in the Republic of Belarus upgraded (to the Ambassador Extraordinary and Plenipotentiary with residence in Warsaw) – in December 2016 and January 2019, the Canadian Ambassadors to Belarus Stephen de Boer and Leslie Scanlon presented their credentials to the President of the Republic of Belarus;

♦ regular inter-ministerial consultations were renewed (Ottawa, February 2017; Minsk, September 2018; Ottawa, April 2019).

In 2020, Belarus and Canada exchanged visual greetings on the occasion of national holidays of the two countries – on July 1, in honor of Canada Day, the National Library of Belarus created an image of the Canadian flag on its monumental building, and on July 3, on the occasion of the Independence Day of the Republic of Belarus, Niagara Falls were lit-up with the colors of the Belarusian flag.
